Byrd, on behalf of himself and others, offered Amendment No. 878 (as modified) to S. 1730, the Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985.3 The Senate adopted the amendment by a vote of 96-0.4 In this form, the Byrd rule applied to initial Senate consideration of reconciliation measures.
