Born in 1867 to a family well-established in New England politics, Green was elected to the U.S. Senate in 1936 and served until 1961. In 1942 Senator Green delivered the Senate's annual reading of Washington's Farewell Address.

He graduated from Brown University with an A.B. in 1887 and an A.M. in 1890, after which he studied at Harvard Law School and at the Universities of Bonn and Berlin in Germany.
