Zu diesem Zweck erstellte Adolf Eichmann, damals Leiter der „Zentralstelle für jüdische Auswanderung in Prag“, den Nisko-Plan. Vom 18. bis 26. Oktober 1939 ließ er etwa 5000 Juden aus Wien, Kattowitz und Ostrau nach Nisko bringen und zwang sie zum Bau eines angeblichen Durchgangslagers für spätere „Umsiedlungen“.
Es wurde 1963 zunächst in den USA und kurz darauf in der Bundesrepublik veröffentlicht. Der israelische Geheimdienst hatte Adolf Eichmann 1960 in Argentinien gefasst und nach Jerusalem entführt. Ihre vieldiskutierte Wendung im Hinblick auf Eichmann – „Banalität des Bösen“ – wurde zu einem geflügelten Wort.
