It shows that autocracy is making gains against democracy and encouraging more leaders to abandon the democratic path, with countries that suffered democratic declines over the past year outnumbering those that improved by more than two to one. It also highlights the collaboration and challenges of authoritarians in every region and the erosion of democracy's foundations and reputation.

Bell explores the complex relationship between leaders and followers in the era of modern democracy, focusing on four charismatic figures: Washington, Napoleon, Toussaint Louverture, and Bolívar. He argues that charisma is both a source of democracy and a threat to it, and that the Age of Revolution was a transnational phenomenon.

This paper describes both democratic backsliding and author-itarian drift and argues that each are to a significant degree demand side phenomena: in countries undergoing such changes, significant parts of the electorates support anti-liberal and authoritarian policies.
