Since Kansas was part of the Union during the Civil War, federal troops were not stationed in Kansas as they were in the former Confederacy during Reconstruction. The perceived radical politics of the state led to many emancipated African Americans to migrate from the south to Kansas.
When the President signs the bill, which he undoubtedly will do, we become one of the States of the Union. Kansas comes into the Union at a critical time, but it is all well if an end should thereby come to the political capitol manufactory called Suffering Kansas, versus the present Administration. We hope for other good, also. . . .

Kansas had been admitted as a state of the Union in January 1861. This was very shortly before the outbreak of the Civil war. [4] . There had been some guerrilla fighting between pro-slavery and anti-slavery groups. The fighting became known as Bleeding Kansas.
