The easy answer is Limp Bizkit with Wes Borland, but I think a lot of hair metal bands have 1-2 legitimately talented person in their lineup. 75% of the time it's the lead guitarist, 20% of the time it's the singer, and 5% is the drummer. (It's never the bassist.)
