The concept “Regional Innovation System” (RIS) derives from the concept of National Innovation System (NIS) focusing on a particular territory (Iammarino, Citation 2005). According to Asheim and Coenen ( Citation 2005 ), “The regional innovation system can be thought of as the institutional infrastructure supporting innovation within the production structure of a region” (p. 1177).
First, government funding for sustainable energy technologies needs to be increased and rebalanced. Rebalancing means giving greater support to technologies facing, in particular, the „valley of death‟ between demonstration and commercial deployment. Second, government funding needs to be more technology-specific.
