Robert Baldwin (May 12, 1804 – December 9, 1858) was an Upper Canadian lawyer and politician who with his political partner Louis-Hippolyte Lafontaine of Lower Canada, led the first responsible government ministry in the Province of Canada.

Robert Baldwin is an expert on regulation, enforcement and impact assessment. He has written several books and articles on these topics, including Understanding Regulation, The Oxford Handbook of Regulation and The Government of Risk. He has also advised numerous corporations, government departments and agencies on regulation and is a member of the National Audit Office's Panel of Regulatory Experts.
