Because otherwise, there isn't a third essential language in Germany, it all depends what part of Germany you're in. In the far west like Aachen, learning Dutch is probably a good idea. Same with say, Saarbrücken and French. It doesn't even have to be related to nearby countries. If you're in Düsseldorf, there's such a large Japanese diaspora that learning Japanese is a good idea.
