I'm pretty sure "Wales" (toponym) came from the early form of "Welsh" (demonym), which generally meant "foreigner" in early West Germanic languages, and especially came to be used to refer to the non-Anglo-Saxon "underclass". Many European place-names include the -wal stem with this origin. E.g., Cornwall, Wallonia, even Wallachia.
